I would say it generates threat (about 1/8 of healing)

I will display tests showing that the purged end heal is the same as the normal end heal when I have the time to make a video about it.

However, I will note that leashing creates threat anomalies and is an unreliable testing method.

The article assumes that the bloom portion of Lifebloom from being offensively dispelled is the same as the bloom that occurs naturally from one that naturally expires.

-----------------
You may prove this by having 3 players, A, B and C.

A body pulls. Let A take 3000 damage.
B then enters combat by doing 1 damage on the mob. He will gain aggro
C then casts Lifebloom on A.
When the first tick of Lifebloom occurs, C will gain aggro. Let the Lifebloom complete with no overheal.

Then let C leash the mob by running away, or let C die (preferred). The mob will then attack A or B. If it attacks B, then Lifebloom caused no threat to A who has done nothing apart from body pulling and receiving a Lifebloom. If it attacks A, then some portion of the Lifebloom causes A to gain threat.

You may optionally have C enter combat by taunting it off A after body pulling, before B does 1 combat damage. I think this is irrelevant though.
